It is not a find. No monster drops one and no venue's pool carries it — every merchant simply stocks it, on every map, at a price that climbs with your level, and that is the only way to get one.
USE ON AN UNIDENTIFIED FIND TO REVEAL IT
A single-use appraisal voucher, thermal-printed on tamper-evident stock by a valuations bureau nobody has ever managed to visit. Hold it against any find the field has kept quiet about and the barcode comes back with what the thing actually is — make, rolls, provenance, the lot. Every trader on the circuit honours them, prints them, and takes a cut either way, which tells you whose idea the whole arrangement was.
What it does

A fresh find in the hands of a hero who has spent no stat points — the piece itself, with nothing of the wielder in it. Your own STRENGTH, DEXTERITY or INTELLECT lifts these from there, as does an item level found deeper than the requirement.
